Billy Long was a ridiculous character to put in the role of IRS commissioner, but despite his lack of qualifications, he appears to have put up a fight when it came to defending taxpayers' private data from immigration enforcement officials. So it is against that backdrop that Rachel Maddow wonders what caused Donald Trump to suddenly remove Long from his position at the IRS and ship him off to be the ambassador to Iceland.
