
JACKSON COUNTY, Mo. — A 41-year-old man has been charged with child abuse after allegedly punching a teenager while he was experiencing a seizure.
According to court documents, Matthew Proctor was arrested after punching the child at a home in Kansas City around 11 am on Jul. 29.
The homeowner told police Proctor came to her residence, and he stated someone answered the phone disrespectfully. After asking the homeowner for his kids located at the home, the victim came outside and yelled at Proctor.

In response, Proctor punched the child three times, causing him to fall to the ground, where he began to have a seizure. Proctor hit him again two more times in the face.
Court documents state Proctor left the home with a child of his before police arrived. Later that day, the mother of the victim told police their child had a “heated” phone conversation with Proctor leading to his visit.
Proctor attempted to enter the home while demanding custody of his kids when the victim blocked his path, leading to the altercation.
The child was taken to Children’s Mercy Hospital, where he was treated for a concussion and jaw pain.
Ring Camera footage obtained by police showed a man who appears to be similar to Proctor approach the victim at the home near the porch and strike him twice. Video also captures Proctor hitting the victim again while he’s on the ground.
Proctor has been charged with abuse of a child and is scheduled for a preliminary hearing on Aug. 27.
