Roy Cooper on the role of health care in N.C. Senate race

Former North Carolina Governor Roy Cooper has entered the race for the Senate seat that's soon be vacated by Republican Sen. Thom Tillis. Tillis opted not to run for re-election after publicly opposing President Donald Trump's "big, beautiful bill." Cooper joined Rachel Maddow to discuss the role he anticipates health care playing in the Senate race.
