Missouri Man Allegedly Beat Teen Having a Seizure — Now He's Charged with Child Abuse

A Missouri man was arrested after he allegedly punched a 15-year-old boy while the teen was having a seizure.

Matthew A. Proctor, 41, is now facing a charge of felony abuse or neglect of a child.

Kansas City police were called to a residence around 11 a.m. on July 29 after a report of a disturbance. The homeowner told police that Proctor showed up at her home stating that “someone had answered the phone disrespectfully,” per a probable cause statement viewed by PEOPLE.

Proctor allegedly asked for his kids and the alleged victim came outside and yelled at him.

“Matthew hit [alleged victim] in the face with a closed fist about three times and [alleged victim] fell to the ground,” per the statement. “[Alleged victim] began to have a seizure and Matthew hit him two more times in the face.”

Proctor allegedly fled the scene with one of his sons before being taken into custody.

The teen was taken to Children’s Mercy Hospital where he was treated for a concussion and jaw pain.

The teen and his family had plans to go to Worlds of Fun — a theme park in Kansas City — before the incident.

In an interview with police, Proctor alleged the teen struck him in the mouth twice before he punched him in the side of the head.

“Matthew was informed that [alleged victim] had injuries on both sides of his face, his jaw, and he had a concussion,” the statement reads. “Matthew said he didn’t know how [alleged victim] got injured on the other side of his face because he only hit him one time. He later suggested the injury was from [alleged victim] falling to the ground.”

Ring Camera footage showed a “male who appears similar to Matthew” approaching a person standing on the steps of the porch before the alleged victim stepped outside. "Matthew then strikes [alleged victim] twice in the right side of his head/face," police said.

The teen "falls to the ground and Matthew strikes him one more time while he's down."

“The male presumed to be [alleged victim] never appeared to hit Matthew,” according to the statement.

A bond hearing is scheduled for Wednesday, August 6.
